3 S.D. cities explore youth crime, race 


Pilot programs are under way in three South Dakota cities to address an overrepresentation of youths of color in the juvenile justice system. A study of 2004 data shows that when compared to white juveniles in South Dakota, youth arrest rates were 2.39 times higher for Native Americans and 2.32 higher for blacks.
